Vyos Documentation

This is a first attempt at documentation for the Vyos system commands.

Much of this is generated by a script, which needs to compensate for many inconsistencies in the original Vyatta 6.5 documentation pdf files. For example, those pdf files use the wrong names for some of the options - syn_received vs syn-received, last_ack vs last-ack, etc.
